1. Policy Statement

FUNDA is committed to safeguarding and promoting the welfare of children and young people and expects all staff, workers, volunteers and contractors to share this commitment.

FUNDA recognises that safer recruitment is a vital part of safeguarding and is committed to adopting robust recruitment practices to help deter, reject or identify people who may pose a risk to children.

This policy applies to all roles where an individual may work with, supervise, care for, teach or otherwise have contact with children.

FUNDA follows safer recruitment principles in line with statutory safeguarding expectations for education and childcare settings.


2. Scope

This policy applies to:

  • Permanent staff

  • Casual staff

  • Sessional staff

  • Coaches

  • Teachers

  • Early years practitioners

  • Wraparound childcare staff

  • Holiday camp staff

  • Volunteers

  • Apprentices

  • Agency workers

  • Contractors working in regulated settings


3. Recruitment Principles

FUNDA will ensure that:

  • Safeguarding is embedded throughout recruitment processes

  • Job adverts contain safeguarding commitments

  • Job descriptions clearly define safeguarding responsibilities

  • Candidate suitability is assessed rigorously

  • Appropriate pre-employment checks are completed before employment begins

  • Decisions are recorded and auditable


4. Advertising Roles

All job adverts will include:

  • FUNDA’s commitment to safeguarding children

  • Requirement for enhanced DBS checks where applicable

  • Requirement for references

  • Requirement to explain gaps in employment

  • Requirement for identity verification

  • Requirement for right to work checks

Example safeguarding statement:

FUNDA is committed to safeguarding and promoting the welfare of children. All appointments are subject to satisfactory safeguarding checks, including enhanced DBS and references.


5. Application Process

All applicants must complete a formal application process.

Applications must include:

  • Full employment history

  • Education and qualifications

  • Relevant experience

  • Explanation of employment gaps

  • Safeguarding declarations

  • Disclosure of criminal convictions where required

CVs alone will not be accepted without a formal application process.


6. Shortlisting

Shortlisting will:

  • Assess suitability against role requirements

  • Review employment history

  • Identify gaps or inconsistencies

  • Consider safeguarding suitability

Any concerns will be explored during interview.


7. Interview Process

FUNDA will conduct structured interviews which include:

  • Safeguarding-based questions

  • Behaviour-based questions

  • Scenario-based questions relating to child welfare

  • Experience-based competency questions

At least one interviewer should have safer recruitment knowledge.

Interview areas may include:

  • Managing behaviour

  • Safeguarding awareness

  • Professional boundaries

  • Child-centred practice

  • Inclusion and SEND awareness


8. Pre-Employment Checks

No person will begin regulated activity until required checks are completed.

Checks include:

Identity Verification

  • Passport

  • Driving licence

  • Birth certificate where applicable

Right to Work Check

Verification in line with UK legislation.

References

Minimum of two references, including:

  • Most recent employer

  • Childcare or education setting where relevant

References will be verified.

DBS Checks

FUNDA will obtain:

  • Enhanced DBS checks for regulated activity

  • Barred list checks where required

Qualification Checks

Relevant qualifications verified.

Employment History Review

Any unexplained gaps investigated.

Online Searches (where appropriate)

FUNDA may carry out online checks to identify safeguarding or suitability concerns.


9. Agency Staff

FUNDA will obtain written confirmation from agencies that safer recruitment checks have been completed.

FUNDA reserves the right to request evidence of:

  • DBS clearance

  • Identity checks

  • References

  • Qualifications


10. Volunteers

Volunteers working in regulated activity or with regular access to children will be subject to appropriate vetting checks based on role and supervision level.


11. Contractors and External Providers

Contractors working in settings where children are present must:

  • Be risk assessed

  • Be supervised where necessary

  • Provide DBS evidence where appropriate


12. Single Central Record (Where Applicable)

FUNDA will maintain appropriate recruitment records including:

  • DBS status

  • Identity checks

  • Right to work checks

  • Qualification checks

  • Reference completion


13. Induction

All new starters must complete safeguarding induction including:

  • Child protection procedures

  • Behaviour expectations

  • Professional boundaries

  • Reporting concerns

  • Code of conduct

  • Health and safety


14. Probation

All new staff are subject to probation.

During probation, FUNDA will assess:

  • Conduct

  • Suitability for role

  • Safeguarding practice

  • Professionalism

  • Performance with children


15. Ongoing Suitability

FUNDA reserves the right to review ongoing suitability including:

  • Conduct concerns

  • Safeguarding concerns

  • DBS re-checks where necessary

  • Fitness to work with children

Staff must disclose any relevant changes that may affect suitability.


16. Safeguarding Concerns During Recruitment

Where concerns arise during recruitment, FUNDA may:

  • Seek clarification

  • Conduct additional checks

  • Withdraw an offer

  • Refer information where legally required


17. Equality and Fair Recruitment

FUNDA is committed to fair and non-discriminatory recruitment while maintaining safeguarding as a priority.

All recruitment decisions will be based on:

  • Suitability

  • Competence

  • Experience

  • Safeguarding standards


18. Monitoring and Review

This policy will be reviewed annually or sooner if:

  • Legislation changes

  • Safeguarding guidance changes

  • Operational changes require review
